Shacks are housing buildings in Tropico 1. They are the worst housing in the game, built by citizens who can't find or afford a home. You can't build them yourself, though you can bulldoze them, but the citizen will rebuild somewhere else. They automatically collapse into a rubble tile after some time of vacancy.
