The Phai Ti have no direct leadership besides that of each ships captain. Rather, each captain will cooperate and share information with others, providing a structure where coordination is difficult but where one cannot betray another captain or the trade as a whole so easily. The Phai Ti are few in number due to the culture's resistance against slavery. Often, their targets include lone Nobugohito or Sinvali fishermen or traders, but their reach extends toward some on the coasts of Elterlein and Rune’Daath.
