In 2376, Hegel attended the ceremony for Bajor's entry into the United Federation of Planets, which was ultimately disrupted due to Hiziki Gard's assassination of Shakaar Edon. (DS9 novel: Cathedral) Several hours after Shakaar's assassination, Hegel was in the Infirmary when Girani Semna confirmed Shakaar's death.
