Admiral Nogura was a Starfleet flag officer who served during the late 23rd century. The personnel of the Admiralty were known to have formidable reputations. Nogura temporarily transferred command of the USS Enterprise to Rear Admiral James T. Kirk, and demoted Captain Will Decker. The transfer was done at Kirk's request in reference to the V'ger crisis. When hearing that Admiral Kirk had talked Nogura into giving him command of the Enterprise, now-Commander Montgomery Scott commented, "I doubt it was that easy with Nogura!" Kirk responded, imitating the engineer's Scottish burr, "Yer right."
