The Penguin was one of Batman's primary antagonists within the DC Animated Universe. He was a villain which was known for his bad habits, but also pushed a gentleman of crime. He was voiced by Paul Williams in both Batman: The Animated Series and The New Batman Adventures, as well as in Superman; The Animated Series and by David Ogden Stiers in Batman: Mystery of the Batwoman, who also voiced Governor Ratcliffe.
