Justine Wolfe was a woman who appeared in React (episode) and the girlfriend of Richard Porter. She was the mastermind behind the kidnapping of Megan Porter, as she planned to use the $10 million ransom to pay a debt. Justine colluded with Owen Dixon, who was out for revenge against Sarah Porter. Just as DiNozzo and Bishop were set to interrogate Justine, she was found dead, shot to death by Dixon.
