It's there to prevent science from ending when you're researched everything. Basically, the possible discoveries are taken from human history, however it's possible to play Freeciv beyond the present (EG. Research everything currently know to man). Since Freeciv can't predict the future of science, instead "future tech" is added, so your research isn't totally wasted.
