The Count's First Secretary is an NPC that players meet when they click on the Meet the Count's First Secretary menu option that is accessed from the Castle in the Duchy. This option allows characters to advance in level when they have met the appropriate requirements. If this menu item is clicked and a player has not met the requirements for the next level, the Count will indicate this.
