Sir Harrison MacIntosh was a Manticoran citizen and politician. He was a member of the Manticore Liberal Party and of the House of Commons who became Home Secretary under the High Ridge government in the wake of the Manpower Incident. Publicly, he was known as a respected jurist and man of principle; privately, he was politically pragmatic and vulnerable to leverage from the North Hollow files. This combination, made him a perfect person to engage in a coverup of the most damaging accusations in the incident. (HH10)
