The Office of Fugitive Affairs (OFA) was an agency within the Ferengi Alliance which was actually a wholly owned subsidiary of the Ferengi Commerce Authority. Any bounty hunter operating in Ferengi space were requested to file a request with the OFA and submit a bid for which civil rights they would like removed from their target. The greater the rights removed such as allowing for execution thus required a greater bid with a minimum bid being a necessity to conduct any such hunting activity.
