The village was founded by The First Kazekage. At some point, Shukaku fell into the hands of the village, and The third Kazekage created Iron Sand based on Shukaku's powers, and as such, was considered the strongest Kazekage in history. That title was later taken by Kodoku, who was declared the strongest due to his skill in Wood and Magnet Release.
