The Overcouncil civic has it's strength in Overcouncil resolutions. Being a member of the Overcouncil one has the power to vote on such agreements as a Single Currency and Global Civics. The civic works well with the Malakim civilization as their hero Teutorix grants them an extra vote on the council.
