ROMA is a laid-back alliance with no independent forum or IRC channel. ROMA uses the Nations Empowered Against Totalitarianism forum; however members are NOT required to log on to any forum. ROMA has no "government." Nations are free to run their internal policies as they see fit and are not required to sign up on a forum, be any particular team color, take a "test", tech trade or otherwise interact with the larger community. On the other hand, they are free to do so if desired. The only rule is no "tech raiding" or otherwise declaring war on another nation.
