Notes found in the Toussaint prison is a note that can only be found if Dettlaff killed Syanna, which will send Geralt to prison. After Burlap is the New Stripe starts, Geralt can then access a brick in the wall for this note to start the secondary quest, The Perks of Being a Jailbird.
