The party leadership is relatively amorphous, having emerged from the party's time as, essentially, a campaign group trying to break into the mainstream. It's structure emerged partly out of the needs brought about by the rapid development from a small think-tank to a major political force & as such has often been shaped more by practical concerns than theories & ideals of party-structure.
