First, one user uses their mastery of Water Release to create a large cloud above the battlefield. Then, a second user charges the molecules in the cloud with chakra to encase them in real lightning. Once the needed measures are complete, both users condensate the storm cloud until it forms a large sphere of liquid. Then, the ball is shot towards the target as a giant beam of super-electrified water. Upon impact, the water electrocutes the target at more than 2500 volts as well as impact damage. If that fails, residual water can be used to encase the target in a water sphere to attempt to drown them.
