Governor Vinticae is the Nord governor of Dawnstar. He is responsible for banishing his four champions. He tasks the Hero of Dawnstar with finding the champions, those being Alhavara, Beatrice, Chung and Delacroix. According to Vinticae, one of them has betrayed him, and the Soul is tasked with finding out who the culprit is.
