The Starfleet Charter was the document which established Starfleet during the late 2120s or early 2130s. The phrase "to boldly go where no man has gone before" originated in the Starfleet Charter. (Star Trek V: The Final Frontier) This seems to be adapted from a similar phrase spoken by Zefram Cochrane in 2119. Article 14, Section 31 of the Charter made allowances for bending Starfleet regulations in times of extraordinary threat.
