The Bedrosian Central Registry was a body present within the Bedrosian government. It was used to chart the profiles of the citizens of Bedrosia. After SG-1 was captured by a military patrol, their DNA was sampled and determined they were Human but they were not present within the Registry. Commander Rigar saw this as proof they were Optrican.
