Prime Citizen was a position of ultimate power that existed briefly in the United Planets of Earth government. Ivar Messer was the only person to hold this position before his 2546 restructuring of the UPE into the United Empire of Earth. It was the only position of political authority in the UPE at the time, as the tribunal was removed upon the office's creation. Messer was the first and last person to hold the title.
