Xaros Tenseal, known as the "Amlak Arcane", was an elf who actually held a position of respect in the city of Keltar. He was the commander of the amlakkar, the city guard in Keltar, as well as a competent mage. He actually cared about upholding the law and protecting the citizens and refused to except bribes from the powerful cattle lords in the city.
