Desler's toadying right-hand man, Hiss tries his best to please his leader, apologizing for every embarrassing mistake and passing his anger on to his underlings. However, during the climactic battle on Gamilas he implores Desler to make peace with the humans, earning him a bullet in the chest. In the first ten episodes, Hiss has the title of Deputy Leader (副総統). With episode eleven, his title changes to General (将軍). His name comes from Hitler's Deputy Führer, Rudolf Hess.
