Empire In Exile was the name given to the Rokugani government after the massive evacuation to the Colonies ordered in 1200 by Iweko II that followed the destruction of the Sacred Seals and the impeding invasion of Rokugan by Shadowlands hordes from Jigoku. The main target of this government was to take back the Emerald Empire from the Spider Clan.
