The Initiate Council is made up of dedicates of Winding Circle temple. They establish and ratify the laws for mages all across the known world of the Circle Universe, all the way down to Tharios. The Initiate Council works in concert with the mages of the University of Lightsbridge and are responsible for accreditation and young mages.
