Shelves cannot be found anywhere, but have to be crafted in your crafting menu (default key "Q") or at any Crafting Table on older worlds. The recipe (found in the "furniture" section of the crafting menu) is unlocked by crafting/taking a Stone Table, which is unlocked by crafting/taking a Wood Table.
