The Rain King is a spirit who controls the rain over all the earth. When he gets too much water in his basin, some spills over the brim. That makes it rain in a certain part of the country (a real hard shower for a time) and sends the Rainbow scampering to show his glorious bow. (Tik-Tok of Oz)
