Justin is one of the seniormost and most experienced cadets of the EPF, who joined the EPF in 2045. In 2050, he was recruited to be promoted to the A Squad and chosen to arrest Venjix and his criminal army. At first he experienced a strong rivalry with the Silver Ranger, Andrew Hartford, but soon became very good friends with him.
