In the EDA novels, for the upcoming Big Ol' Time War, Lady President Romana II chose to regenerate into Louise Brooks because what better leader to fight a war than an ether-addicted former actress and self-proclaimed sexual adventuress? (This should not be confused with Doctor VIII choosing to regenerate into John Hurt for the Last Great Time War, because what better leader to fight a war than the first guy to get killed in Alien?) (Also, why is Romana always "Romana I" and "Romana II" but you never see "Doctor II" or "Doctor VIII"?). Romana III is bitchy and cold, and absolutely ruthless.
