The Counter-Electrodynamic Concentrator could presumably absorb and store electricity from all over the world. Once sufficiently charged, it would essentially become a lightning rod, drawing in electricity through an enormous beam fired into the sky. Additionally, the Kinetic Modulator appeared to be a key component in its operation.
