When a nuclear warhead goes missing from the U.S.S. Crawford, a Navy submarine, the Norfolk Naval Base is placed in lockdown as a search is conducted for the missing warhead while Sturgis is flown to the Crawford to interview the crew and determine what happened while Harm, unaware of what's going on soon arrives at the Base to gather information for a case he's on. Left trapped on base due to the lockdown, Harm does some digging and soon discovers a plot to steal ten million dollars from the base.
