The genetic cleansing programs were devised by Lord Antono Refa during the Second Centauri Occupation of Narn in order to weed out aggression through the systematic culling of Narn prisoners. Among the Centauri officials placed in charge was Lord Drusella, who allowed his daughter to personally eliminate hundred of Narns.
