The intent was that the country's government would function as a monarchy, and all technology, buildings, furniture and other things in the country were to be made out of a special type of plastic called FRERP. Plasto would attempt to meet these ends by stealing the formula from G.R.E.P.S., a government agency. He was unsuccessful in making the country a reality however, as he was stopped by the Superfriends.
