Sam was a congressional aide to Representative Jayce Fulbright. Sam was on hand to assist Fulbright during the House Special Subcommittee's investigation into the events of the California presidential primary. Among other duties, Sam provided dossiers on key players Jack Bauer and Ira Gaines and a statement from bystander Lauren Proctor. He also contacted Senator Card for documents on Operation Nightfall, and Martin at the Secretary of Defense's office to request a witness to testify on the MUDD detention network. (Findings at CTU)
