Rikter Outrigger is a character featured in RAGE. He is a resident of the Outrigger Settlement and the local chief of operations. Upon interacting with him, he explains to Nicholas Raine that they lost control over their radio tower. He asks Nicholas to clear the area of bandits and reactivate the tower, thus starting the quest "Radio Tower Repair". When the protagonist completes the mission, Rikter rewards him with Combat Shotgun.
