The Dragon's Tail is a martial arts technique taught to April O'Neil by Splinter during the episode City at War (2012 TV series episode). The move starts with a momentum-gathering turn, as if for a roundhouse kick, but ends with a side-kick in the mid-section. When April performed it upon Tiger Claw, she struck him in the groin. It is unknown whether the groin is the typical target of the attack; based Donatello's reaction, it may not be.
