The Coalition High Council is the executive governing body of the Systems Coalition and consists of a single permanent representative from each member race, in this way it functions much like the General Assembly of the United Nations; allowing each member an equal vote regardless of population or territory. The High Council convenes in a chamber in the Citadel, on the capital of Heliopolis, and makes decisions that will affect the entire Systems Coalition and as such exerts a great deal of influence over galactic, and indeed intergalactic, affairs.
