Colony Operations was the agency in charge of a Federation colony. The USS Enterprise-D tried to open a frequency to Colony Operations of the Delta Rana IV colony but did not get an answer, as nearly the whole planet was destroyed by the Husnock. (TNG: "The Survivors" )
