The Great Pier in Broken Wave City was the largest single dock in all of Rokugan. It was designed to accommodate nearly any vessel afloat, and it would be here that ships containing any important visitors or delegations would arrive. A broad road led the way from the base of the Great Pier, through the Old Quarter, to the gate of Kyuden Kumiko.
