Lei Ying Lo is the crime boss of China and Southeast Asia. He is only needed in Objective 2- Head of The Underworld. You need at least five guards to complete the AoI(ActOfInfamy/mission) in "North China". Maybe you need 25 notoriety too? Just send some technicians (10) to north china and plot.
