The Just Eleven Jurymen are the strongest and most fearsome of the troops at Enies Lobby under Baskerville's command. They are eleven men each wielding a large ball on a chain. They wear masks and they have tattooed the word "Guilty" (有罪 Yūzai?) on their left arm.
