This technique was created by Iroshi, to combat lightning release. Iroshi had trained his body to respond when he snaps a finger. After doing so, all Water Release techniques he uses will contain chakra that is able to disolve all metals, like salt, from his water; therefore "purifying" it and making his water lose the ability to conduct electricity.
