Skeletal wizards are found in the Skeletal Wizards' Tower in north-east Morytania. The wizards are mainly level 28s on the bottom floor of the tower, on the second floor they are mainly 54s and the one on the top floor encountered in the quest "The Forgotten Sorcerers" is level 160. These undead wizards use magic against you and can hit up to 8 at level 28, 13 at 54 and 22 at 160.
