The Los Angeles City Hall is one of the biggest City Halls in the game. It is only available as an upgrade of the standard City Hall after your city grows enough. It is also one of the Landmarks and has a strong enough landmark effect to create Holidays areas. It was introduced in Cities XL Limited Edition but has been included in Cities XL 2011 and Cities XL 2012. Those that bought the standard version of the original game were not even allowed to build unlocked LA city halls in the Planet Offer.
