Merokyara was created by Namco in 2001 under the name "Namco EZ Merokyara." The software was developed and based on EZweb, a mobile content and e-mail delivery platform created in the late 1990s by Japanese telecommunications company KDDI Corporation. In 2005, users could access materials related to Ace Combat 5: The Unsung War. In 2008, materials related to Ace Combat 6: Fires of Liberation were made available.
