Ms. Fluffé is the aloof feline landlady of Eliot Shag's apartment building on Dog City. First introduced as a one-shot character in the first season episode "Cats & Dogs," she became a regular the following season. Ms. Fluffé occasionally comes into conflict with Bruno over building policies, and his tendency towards incompetence, but he generally cowtows to her. Her relationship with Bruno is sometimes mirrored by that of Bugsy Vile and Kitty in the animated segments.
