Ao Madoushi the Blue Mage is the second questgiver for the storyline quests. He spawns when you accept the Ao Madoushi (quest) and walk up to the building that looks like an Orc Barrack. It is located southeast of Guardia Forest, basically directly south of the stone arch marking the Barrens entrance.
