Ue (上, Ue) is a very mysterious character within the World of Naruto, only known as the leader of the criminal organization Anoyo. He was officially declared an international criminal when he invaded and conquered the Land of Iron with his group, despite the Five Great Shinobi Countries' agreement to not meddle with the country.
