In 1977, while working alone, he was dispatched to Cotton Cove to investigate a report of a white male subject harassing fishermen in the area. Upon his arrival, he observed one nude white male subject approaching his unit. Before he could react, the subject reached through the open driver's window, and ripped his badge off his uniform. The subject then tossed the badge into the river. Haines successfully cuffed the subject, who was under the influence of PCP. Attempts at recovering his badge were unsuccessful.
