Fred Plummer was hired by Mr. Foley to clean up the store and the sidewalk. He continues to sweep the dirt out into the street, and Barney finally tickets him. Fred threatens to beat up Barney the first time he see's him out of his uniform. Andy has Mr. Izamoto pose as Barney- he uses his Judo to beat up Fred.
