Willis Hirst who like his partner, Vincent Pazzo was a mercenary responsible for kidnapping Commander Alex Tanner. Mossad/NCIS Liaison Officer Ziva David later revealed that both Hirst and Pazzo had been mercenaries for the Kosovo Liberation Army (KLA) working for a warlord specializing in torture and afterwards, they had both start freelancing as mercenaries.
